The aim of this exhibition is to remind us of a heritage enriched by a hundred years of experience, to update it, to develop it and to make it accessible to all those who are looking for models for complex territorial development strategies. The main areas of interest of previous IBAs which took place in 1901, 1927, 1952 – 57, 1987 and 1999 and the projects of those to come in 2010 and 2013 are included.

Emscher Park International exhibition of architecture and urbanism. The projects ten years later

The “IBA Emscher Park”international exhibition of architecture and urbanism, which was installed on both sides of the (river) Emscher, in the heart of the largest industrial region in Germany, was the culmination of a project aimed at transforming, within ten years (from 1989 to 1999), an area blighted and stigmatised by history and industrial activity, in order to offer it a new future. Nineteen towns and communes, several initiatives as well as numerous businesses planned and put into practice more than a hundred projects on different scales. This book describes these projects: it traces their evolution since 1999 and describes the present situation.

In between cities: a lecture about Zwischenstadt

This essay is about the collapse of the historically compact European city and how to deal with the new, completely different kind of city which is springing up around the world: urbanised countryside or countrified cities. This kind of urbanisation is refered to using the term Zwischenstadt, a city which spreads into the space between the old historic centres and the open countryside, between inhabited places and the non-places occupied by communications networks, between local economic circuits and networks dependent on world markets. Each of the five chapters making up the essay examines the Zwischenstadt from a different point of view: descriptions, analyses and proposals overlap to bring to light a thought process focused entirely on action.

Running innovative projects

The Ivry-sur-Seine urban Campus

Within the context of the Ivry Confluences project, the city of Ivry-sur-Seine outlined an original development concept which made knowledge and creativity the driving force behind its new economy. Instigated and run by both local authorities and private investors, this approach is mobilising and involving all the forces of the territory (the scientific fields and economic, social and artistic ... enhancemen) as well as the inhabitants who are participants and beneficiaries of this social transformation, and should eventually lead to an awareness of sharing  a common identity. The urban Campus Council, an original governance structure, is the determining factor behind operations, a mini “think tank” representing the plural nature of the project's activities.

Through the “Social city” programme in 2000 and the programme of urban redevelopment of the East in 2002, Berlin has developed an integrated approach to urban renewal labelled “district management”. This blueprint for innovative urban and social management is based on the inhabitants’ projects aimed at bringing local communities back to life.

At the start of the 80s, Glasgow made the decision to place the arts and culture at the heart of its plans for urban, economic and social renewal. They (the arts) became the City Council's main vehicle by means of which it could kick start economic activity and convert industrial wastelands into areas for commercial, residential and industrial use. This course of action was part of a much wider strategy aimed at re-establishing a bright and positive image of the city and restoring its long-lost appeal in order to attract investors and new residents.

Maud Le Floc’h, urbanist and founder of the pOlau, has co-ordinated this study devoted to the contemporary artist as urban activist. It highlights in particular experimental initiatives such as the HQAC approach, put into practice notably in Ivry-sur-Seine on the building site of the ZAC - Zone d’activités - of the Plateau in June 2007, and developed by the artist Stefan Shankland, and which TRans305 puts forward as a prototype... One of the articles covers Berlin-type experiments where temporarily unoccupied buildings or land are put to provisional use.

Masters course: “Cultural projects in public spaces” Université Paris 1 Panthéon Sorbonne

The aim of the Masters educational team is to train professionals who have already honed their reflexive skills (are capable of developing a critical analysis of the relationships between art, culture, population and territory), creative skills, (including creating and following up original projects, working at the heart of pluridisciplinary teams, outside traditional structures of production and distribution) and techniques (having a working mastery of the main tools needed for the conception and development of artistic projects, notably in public spaces). In 2011, the Masters course planned and organized a series of public meetings on the issues concerning artistic and cultural projects in public spaces in partnership with the magazine Stradda. Note in particular a field study of the TRans305 experiment, the HQAC approach as applied to the ZAC of the Plateau – Zone d’Activités du Plateau - at Vitry-sur-Seine.
