It suggests a re-evaluation of the approaches currently allowed when dealing with the question of housing complexes within the framework of urban renewal policies; it suggests developing methodological tools and action frameworks for urban policies that can work democratically. Cross-referential work has been carried out with the London agency Space Syntax.

Reducing substandard housing in Paris 2002 – 2007

The Government and the City of Paris have signalled their ambition to speed up the eradication of run-down housing in the territory of Paris and have channelled significant funds in that direction. New treatment tools have been put in place on a thousand run-down buildings: public development agreements (City of Paris Semi-public property company, SIEMP,  and  City of Paris semi-public facilities and development company, SEMAVIP), an operation to upgrade run-down housing ( Improvement Operation for Run-down Housing, OAHD) and the strengthening of the Programmed Operation for Housing Improvement, OPAH.
The study sets out to present the principles of this eradication plan, explaining how to use the tools and publishing the initial results, in particular bringing them to the attention of local authorities desirous of getting inspiration from the Parisian experience.

Supporting vulnerable people

The social Café in the Belleville and Goutte d’or neighbourhoods was opened and is run by the Association Avvem Zamen. It caters for older people, immigrants over 55 in particular, offering a warm and friendly welcome to bring them out of isolation and help them on their way.

This preliminary study of the creation of a social café in Paris gives contextual data about the number of migrants and their characteristics, in particular concerning the environment they live in (family context and housing conditions). The geographic element is also taken into account, as the positioning of the café has to meet the urban and cultural reference points of these people. For this reason, a specific cartography has been brought out to illustrate the “nostalgia zones” of older migrants.

The twin objectives of this note are to analyse the presence of homeless populations in the Parisian territory and to take stock of actions already under way.

Romeurope
The National Human Rights collective, National Droits de l’Homme Romeurope, is an observatory which monitors respect for the basic rights of eastern European Romany peoples in France. In particular, it publishes an annual report about the situation of eastern European Romany peoples in France, has developed a legal monitoring system at national and community level and utilises local, real-life situations and experiences, which are at the root of national collective actions. It facilitates the exchange of experience, skill-sharing and the formation of tools on different subjects: residence, health, work, schooling, housing...
Urba rom
This is a resource centre of policies targeting the Romany people: it assembles scientific works, reports and technical documents as well as legal references to present day policies. It monitors the actions being implemented in Europe and in non-EU countries by European institutions, states, local authorities and key players in civil society. It is run mainly by UMR CITERES and Science Po researchers, on the cities and territories programme.

Reclaiming the embankments

The main part of this collective work is dedicated to the Parisian project to redevelop its riverside roads, aiming to give people back an area for walking and pursuing other river-oriented activities. The nature of this project, launched in 2010, is experimental – changes will be small-scale and reversible  - and the methods used are innovatory. Apur’s contribution forms part of this working process which is made up of seminars, exhibitions, workshops, forums and public meetings in the course of which the project will be fine-tuned.
On a wider scale, the work retraces the history of Paris and its river, a river which has served in turn down the centuries as a site of commercial activity, economic development and historical events, all of which has been forgotten over the last few decades when priority has been given solely to the use of the automobile. The work also covers the main operations in progress outside Paris, which give the Seine its central position in Greater Paris.
