Seine Amont, plaine de Montjean

The Orly-Rungis–Seine Amont Operation of National Relevance (O.I.N. ORSA). Created by decree on 10th May 2007 it is a large urban development plan involving territories of the 12 Marne Valley -Val de Marne-  communal authorities:  Ablon-sur-Seine, Alfortville, Chevilly-Larue, Choisy-le-Roi, Ivry-sur-Seine, Orly, Rungis, Thiais, Valenton, Villeneuve-le-Roi, Villeneuve-Saint-Georges, Vitry-sur-Seine.

The Orly, Rungis, Seine Amont Public Development Establishment, (EPA-ORSA), responsible for developing this sector, signed a convention with the Apur in 2009 for pluri-annual studies aiming to accompany development of this strategic Val de Marne territory.

Since 2009 the Apur has carried out numerous types of studies:

  • An analysis of the conditions for achieving a successful “intense” city. The Apur will continue to assist  the EPORSA in the long term planning for  the EPA-ORSA territory by comparing thematic scales with other types of territories, in the Ile-de-France and elsewhere and also by analysing proposals of the 10  teams of The Gamble of Developing Greater Paris -Le Grand Pari(s)-project.
  • Reflection on urbanised infrastructures will consider: the conditions  for  transforming towns built alongside and cut through by major roads -une ville de la route- into compactly developed urban areas and for introducing infrastructures  into the territorial fabric.
  • Sites owned by the City of Paris, particularly tree nurseries.
  • Development of the Plaine de Montjean setting conditions for an innovative, ecological-area project.

The Apur also assisted the EPA ORSA to organise seminars held between September and December 2009 bringing together five of the ten Grand Paris teams.

Furthermore, the Apur gives the EPA-ORSA help with definition contracts.

The  EPA-ORSA is a member of the Apur board of directors.
