Seine Axe Conference – Act III

After the conferences in Le Havre and Rouen, the “Seine Axe – Act III” conference took place in Paris at the Hôtel de Ville on 22 November, 2012.

The mayors and presidents of the cities of Le Havre, Rouen and Paris have been working together since 2009 to promote the Valley of the Seine as a territory ripe for industrial renewal and economic revival within the dynamic of  “Grand Paris”.
The main purpose of this third conference was to assemble, on a participatory basis, the various key players from the worlds of economics, institutions, politics and associations and to put forward ideas they may all have in common regarding the Paris Seine Normandy territory, in particular the subject of its governance.
Apur, in its role as project supervisor helped the City of Paris organise this conference. Of note are a series of three films in the form of interviews made with some of the key players (elected representatives, economic advisers...). They explain the projects which are already underway in the territory.

In addition, prior to the conference, the urbanism agencies partnership, which has been helping local and regional authorities with this project since 2009, organised a series of workshops aimed at providing a space for exchange and debate between the various key players involved in the project in order to come up with some concrete proposals for presentation at the conference.  200 participants took part in these workshops on the following three themes:
  • “build a logistical and port system to strengthen territorial dynamics”. This workshop was chaired by the two Deputy Mayors of Paris, Christian Sautter and Pierre Mansat.
  • “re-industrialise the Seine Valley: industry anew, a new industry”. This workshop was chaired by Frédéric Sanchez, President of the CREA, (Communauté d'agglomération Rouen-Elbeuf-Austreberthe -  Urban community of Rouen-Elbeuf-Austreberthe ) and Guillaume Bachelay, Deputy for Seine-Maritime.
  • “develop a space with a high level of attractiveness: tourism, services, quality of life”. This workshop was chaired by the Deputy Mayor of Le Havre, Jean-Baptiste Gastinne and the Vice-Presidents of the urban community of Caen la mer, Colin Sueur and Dominique Vinot-Battistoni.

The urbanism agencies partnership also produced the background document for the conference. This document serves as both a record of the projects undertaken by the various key players and an opening onto the future.
