Paris Projet n°34-35 - Paris 2020, principles for a sustainable planning and development plan

This publication presents the summary of analysis and forecasting studies produced by the Apur within the framework of its contribution to revising the “land-use plan” -Plan local d’urbanisme  -PLU- undertaken by the City of Paris.

The previous Paris town-planning regulations were established in 1977 with two revisions in 1989 and 1994. Since that time, the way of life and expectations of its inhabitants, as well as the actual legal framework, have all changed considerably, as the Urban Solidarity and Renewal act -SRU- laid down new principles to encourage more sustainable and participative urban renovation. It was therefore necessary to specify or redefine the main urban tendencies that would govern the development of the capital in years to come.

With a view to defining the main aspects of the sustainable management and development plan  -PADD- proposed by the Paris City Council, the aim was to lay down guidelines for the next ten to twenty years in the areas of housing, activities, infrastructure, reduction of inequalities, environment and reception of visitors and finally, tools for monitoring changes in the urban landscape.

The book presents the main elements of these various themes that were used by the municipality as a basis for preparing future town planning documents. Divided into six thematic chapters, each gives a summary presentation of the diagnosis, followed by a description of the policy plan laid down by the municipality reflecting the conclusions of the various working groups and forums put in place. Annexed to these are the documents and basic maps that fuelled the debates. Finally, a renowned expert in the field speaks about his views on the main topics addressed in order to provide another angle on the subject.
