On January 1st, 2012, there were 200,993 Solidarity and Urban Renewal, SRU, social housing units in Paris, representing 17.38% of main residences in the city. The number of assisted and mid-range housing units, taken as a whole, is over 259,000. But the low turnover rate recorded for this sector of the housing stock, 4.9% on 1st January, 2012, imposes considerable constraints on the number of units that can be allocated.
Compared to the limited amount of social housing on offer, the number of housing applications is particularly high and getting higher compared to the previous year; this against a background of the process for applying for housing developing, which has become regional: in 2012, 139,985 households renewed or put in their first application to the City of Paris housing departments. The actual number of registered applications went up by 10.6% between December 31st 2011 and December 31st 2012, which represents 13,446 extra files.
About 12,000 households were allocated accommodation in Paris in 2012. Almost a third of these allocations were made by housing organisations from the City of Paris' quota (33.2%), and nearly one in five allocations were assigned by the Paris Prefecture, with 25% social and 5% civil servant reserved quotas (19.1%). The other allocations were made from the quotas of organisations collecting the 1% housing contribution, directly from businesses and from State provision for civil servants not included in the 5% reserve (30.2% of total allocations), and also from social housing organisations' own quota (15.4%).
