The Plaine de l’Ourcq, a site the Grand Paris Factory
A number of development projects covering over a million square metres and registered with the Tertiary Development Council (CDT) of the “Grand Paris Factory -Fabrique du Grand Paris-“ will be implemented between now and 2025 in the Plaine de l’Ourcq, which at the moment is characterised by its large infrastructures and the Ourcq Canal.
The key players in this vast project include six Business Parks-Zones d’Activités Commerciales-(ZAC), five communes (Pantin, Romainville, Noisy-le-Sec, Bobigny and Bondy), two development companies (Sequano and Semip), and the eastern conurbation community -Est Ensemble-.
As a way of taking the work forward, Est Ensemble and Apur have set up some “shared project management workshops”, developed in the context of work carried out on the development of metropolitan inter-territorial dynamics and new ways of implementing urban projects. The aim of these workshops is to make sure each of these projects forms part of the overall ambition of the Plaine area, to reinforce territorial identity and to place the territory in the best possible position to its advantage within the framework of the developmental dynamics of the east of Paris -Est Parisian. 
Three issues emerged from the two first workshops:
  • Respond to the new attractivity of the territory which the arrival of the tangential railway line and the Grand Paris network will bring;
  • Take greater account of the particular cultural and economic characteristics of territories;
  • Re-balance local economies in order to encourage commitment to projects.
To back up this work and to encourage the greatest possible sharing of knowledge about this vast territory in transition, Apur has brought out a double cartography highlighting the project calendar up to 2020 and the three urban phases that need consolidating along with the development of public transport provision.
