Tool to prevent the deterioration of old buildings in Paris – Results 2013
Following the completion of the plan to reduce the amount of housing unfit for purpose (2002-2010), the preventive measures initiated in 2008 are still in force. The aim is to prevent old buildings in Paris from deteriorating and to save other buildings from falling into a spiral of unsanitary disrepair. As in previous years, a statistical analysis has been produced aiming to pinpoint the weaknesses in Parisian buildings, looking at such indicators as the number of small rented housing units, health and safety warning indicators, lead exposure diagnoses, the impact of social housing residents, unpaid water bills in apartment blocks, as well as the presence of termites and the fact that a residential building might have been converted from a hotel providing social accommodation. As a result, buildings have been graded according to a presumed risk of deterioration.
In 2013, this work highlighted 304 old buildings showing signs of falling into disrepair.  They are for the most part buildings in co-ownership, situated in the North-Eastern districts of Paris (10th, 11th, 18th, 19th, 20th districts).  The exercise, carried out in collaboration with the City of Paris Department of Housing, forms part of an operational monitoring and prevention system, statistical evidence being put at the service of administrative action as early as possible.
