Drinking water consumption in Paris

Developments since 2017 and outlook up to 2030

Between 2017 and 2024, the consumption of drinking water in Paris dropped steadily and a "new normality " was established in 2022 at 10% below pre-Covid levels. Demographic development, the growth of remote work, dual-residency and the increase of furnished tourist accommodation have profoundly altered usage and occupancy and have directly influenced levels of consumption established at 150.8 million m³ in 2024 compared with 169.3 million in 2017.

Based on data provided by Eau de Paris this study analyses the daily consumption of drinking water between 2017 and 2024 according to the type of usage. It highlights the major role played by the residential sector, which accounts for almost three-quarters of the total volume consumed, as well as the contrasting trends in different areas and types of activity. It also quantifies the causes for the reductions observed in the residential sector such as demographic shifts, a trend towards water conservation and "less time spent at home" due to new lifestyles enabled by remote work and the rise in furnished tourist accommodation.

Over and above the diagnosis, 145 Litres per day per capita consumed in Paris in 2024, and the factors instigating these changes, Apur proposes three scenarios for development up to 2030. All of them point towards a continued reduction in consumption, with different approaches depending on the selected hypotheses. This development is based on structural moderation of usage, linked to improved infrastructures, the spread of more energy efficient ways of functioning and awareness-raising policies. In addition to these underlying trends, are varied hypotheses according to the scenario addressing demographic developments, the transformation of residential and services usage and the tourism dynamic.
