With 61,000 shops, craftworkers, skilled tradespeople and local services, that are nearly 29 businesses per 1,000 inhabitants, Paris benefits from a commercial offer that is unrivalled in France and among the highest in Europe.

However, neighbourhoods are unevenly provided with local shops and services, some registering a higher than average number of vacant commercial properties, while others feature excessive specialisation in certain types of businesses.

The City of Paris has wanted those areas lacking in commercial diversity and those that are commercially dynamic to be mapped, as well as the commercial issues raised by district councils, so that the priority sectors for pre-emption of commercial premises and businesses be identified.
