After seven years of Rent Control being operative, with the first assessment of the initiative made in 2024 and a second in 2025, the Paris Urbanism Agency presents a new assessment of the measure. Introduced in Paris on the 1st July 2019, during the affordable housing crisis, this experimental initiative was instigated in a number of cities included in the scheme. It enables rents, set by owners, to be limited when accommodation is put on the rental market. The continuation of the measure beyond 23rd November 2026, the end of the pilot period, depends largely on the assessment of its effectiveness.
Apur in liaison with the City of Paris has continued to collaborate with the CESAER and LéP Economic Research Team. By using SeLoger advertisement data, all three parts of the study have been updated:
- To calculate the moderation of rent increases attributable to the Rent Control framework in Paris
- To calculate of the effects of Rent Control extended to include Paris and 6 other communes
- To calculate the impact of Rent Control on the Parisian rental offer.
This third annual assessment confirms the effectiveness of the Parisian Rent Control scheme, despite the increased number of rents exceeding the limit. During the six years of implementation, the moderating effect of the measure is established at -5% compared with the rise which would have occurred without it. Extension of the analysis to include 7 other regulated cities, including Grenoble for the first time, confirms the effectiveness of the scheme beyond the Parisian market. Another piece of information emerging from the analysis is that no lasting deterioration of the rental offer can be attributed to the implementation of Rent Control.
