These buildings were identified by cross-referencing a dozen indicators that reflect issues—often minor or affecting a single unit—such as procedures initiated regarding building safety or sanitation, interventions by the Paris Fire Department, the proportion of units that have been vacant for an extended period, or unpaid water bills for the building. The approach then involves selecting only those buildings that exhibit multiple such issues. The identified addresses primarily correspond to older, condominium-style buildings located in the northeastern arrondissements of Paris.
Conducted in collaboration with the City of Paris’s Department of Housing and Urban Development (DLH), this initiative is part of an operational approach to monitor residential buildings and prevent structural deterioration. The goal is to direct a small portion of the on-site inspections conducted by municipal services, in addition to addressing the nearly 5,000 reports submitted to them each year by individuals or condominium associations.
