Access to Social Housing in Paris in 2024

9,098 applicants were allocated social housing in Paris in 2024. Among them, 28.6% were considered priority cases. At the end of the year, 292,255 households were registered as applying for social housing, 146,468 of them were resident in Paris. The analysis of access to social housing in Paris in 2024 is divided into two parts. The first examines the social housing supply and demand. The second gives detailed information on the allocation of housing during the course of the year 2024.

Part 1: The social housing supply and demand
The study analyses the characteristics of applicant households in order to provide guidelines for new social housing to be produced and to manage allocations. The length of time applications have been pending, where they come from geographically, their profiles (family make-up, income, employment situation, age, gender) and their housing conditions are described in detail.

The characteristics of applicant households are presented under seven specific sub-groups :

  • 146,468 Parisian applicants,
  • 193,757 applicants who selected Paris as their 1st geographic choice,
  • 71,035 housing transfer requests,
  • 66,812 applicants for social housing in the "1st income quartile",
  • 1,412 applicants with priority status under the Support and Relocation scheme,
  • 24,490 applicants considered as priority in compliance with the DALO Law

The analyses describe the characteristics of applicants in order to provide guidelines for the creation of new social housing and to manage allocations.
These applicants are also described through the prism of the "single" rating system of applications, implemented in Paris since 10th January 2024, which replaced the City of Paris rating system used since 2014.

Part 2: Housing allocations during the 2024
The study counts and describes the housing units of social landlords allocated during the year 2024 (funding category, level of rent, reservation quota, housing typology), and gives details of the applicants who were allocated these social housing units (length of time on waiting list, family composition, income level, priority status - including those recognised by the  DALO scheme and the designating body.

Descriptions of housing allocations in 2024 and in previous years are based on two sources: different periods of the Directory of the Social Rental Stock (RPLS) and the different " Social Housing Applications and Allocations" databases,  published by the DRIHL Ile-de-France since 2017.

During 2024, 12,174 family housing units of the social landlords' stock was thus allocated to households registered as applicants for social housing in Paris. Among households benefiting from these allocations, 9,098 applicants obtained housing via the regulated system of allocations, these included 2,605 households (28.6%) whose demands had been deemed priority cases by Government Departments (notably covered by DALO) .
