The latest figures on social housing in Paris

Since 2001, 126,544 new social housing units have been financed in Paris. Paris now has 271,906 social housing units in compliance with the SRU Law. However, pressure on the social housing stock has never been so intense, with 292,000 households registered as applicants for housing, half of whom do not live in Paris.

The note presents the main figures on social housing in Paris in 2024: the number of social housing units, the development of the stock since 2001 (application of the SRU Law), the demand for social housing and allocations.

From 2001 to 2024, 126,544 social housing units were financed:

  • 34,616 PLAI housing units – subsidised housing loans for inclusivity – (27%).
  • 52,958 PLUS housing units– loans for social housing  – (42%) ;
  • 38,970 PLS housing units – middle-income social rental loans– (31%).

On the 1st January 2024, the 271,906 SRU social housing units represented 23.1% of main residences in Paris, based on the new census of principal residences. The discontinuation of the taxe d'habitation (housing tax), in effect as of 2025, obliges the tax authorities to change the source used to count principal residences. According to this new source ( Gérer mes biens immobiliers » GMBI), the number of principal residences in 2024 increased by 42,000 units compared with 2023, resulting in a slight decrease in the percentage of SRU despite the growing social housing stock.
