Geography, challenges and operational strategies

A social, property acquisition scheme is rapidly growing, the solidarity-based leasehold (bail réel solidaire BRS) enables lower income households to become homeowners at affordable prices, in high demand areas where affordable housing is scarce. This study analyses 2800 BRS housing units delivered or underway in 34 municipalities in Grand Paris Metropolis.

Although owning ones home is a major objective for many households, who see it as a way of attaining residential and financial security, becoming the owner of ones home is increasingly inaccessible for a rising proportion of the population.

The BRS now offers an alternative to full ownership and can contribute to curbing the price inflation of real estate, by guaranteeing that the purchase prices of housing and land ownership remain durably under control. The scheme consists of separating ownership rights to housing and land, dividing them in a secure, long-term manner between households and solidarity-based landowner organisations (organismes de foncier solidaire OFS).

In Grand Paris Metropolis, at the end of 2024, seven OFS launched BRS operations comprising a total of 2,800 housing units, 230 of which have been completed. Prices for this housing generally range from 3,500 to 5,000 euros the m², representing a reduction of 20% to 65% compared with new housing prices and up to 40% for older housing. This scheme opens up the possibility, once again, for less well off households to become homeowners. In exchange, they would be required to pay a monthly fee to the OFS and their income would need to be below the threshold for the social rental acquisition loan (Prêt Locatif Social Accession) at the time of purchasing.

For the State and Local Authorities, the BRS represents a new tool for developing a social housing stock that offers social acquisition to homeownership at affordable prices, which are sustainable due to the double-sided "renewable" type of lease and regulated purchasing prices for housing. As well as diversifying the social housing offer, BRS housing contributes to achieving SRU objectives.
