Social housing statistics in Paris in 2023 - Edition 2024

At January 1, 2023, Paris had 269,080 social housing units within the meaning of the SRU law. Against a backdrop of a crisis in affordable housing, the number of applicants remains high, with 277,000 households registered as housing applicants in Paris.

This note presents the main 2023 figures on social housing in Paris : the number of social housing units, the development of the stock since 2001 (application of the SRU law), the demand for social housing and the allocations made.

Between 2001 and 2023, 123,868 social housing units were financed :

  • 33,663 PLAI housing units – aided rental loan for inclusion – (27%)
  • 51,992 PLUS housing units - rental loan for social use – (42%)
  • 38,213 PLS housing units – social rental loans - (31%)

The particularly high number of social housing applicants wishing to live in Paris rose compared to previous years : 276,792 households reapplied or submitted their first application in 2023 indicating Paris among their location choices.  

The demand for social housing in Paris is mainly made by low income households : 70% of the housholds registered as housing  applicants in Paris have a level of income below the PLAI thresholds. More than 12, 000 housing units, which are managed by social landlords in Paris, were allocated during 2022 (signed leases).
