Cyclo-logistics in the Greater Paris - Grand Paris -

The state of play and challenges in a developing sector

Driven by the desire of local authorities to decarbonise the transportation of merchandise, e-commerce and the organisation of the 2024 Olympic Games, the use of cargo-bikes has expanded as a means of last-kilometre transport. This study documents the cyclo-logistics sector, the players involved, the locations and the support measures in place throughout the Grand Paris Metropolis.

In 2025, 39 cyclo-logistics companies are operating in Grand Paris, offering their services via 63 sites. Grand Paris concentrates 20% of cyclo-logistics companies nationwide. There are many types of cyclo-logistics players: long-standing players who operate part of their business by bicycle (La Poste, La Petite Reine, etc.), younger companies, especially those involved in social integration or commercial activities operating their own direct delivery service by bike. The dynamism of the sector, particularly fuelled by the challenges of decarbonising the last kilometre and modal shift objectives is particularly visible in Paris and its neighbouring municipalities.

Based on a body of data as well as surveys and interviews, the study describes the challenges facing the sector, particularly in terms of consolidating the work and building a long-term vision of the market: the challenges involve human resources and the need to professionalise employees, to develop the economic sustainability of structures able to rely on the support available to the sector and unifying measures to enable medium and long term investment.
