This dataset covers three levels of intervention:
- Priority neighbourhoods for urban policy (QPV), defined nationally by decree on the basis of the concentration of poverty;
- working-class neighbourhoods, identified by the City of Paris on the basis of a multi-criteria approach (precariousness, integration, housing, school drop-out, etc.);
- Watch sectors, corresponding to social housing sites where special attention is paid in conjunction with the borough councils and local partners.
The 21 Parisian QPVs were defined in decree no. 2023-1314 of 28 December 2023, and are located in the 10ᵉ, 11ᵉ, 13ᵉ, 14ᵉ, 15ᵉ, 17ᵉ, 18ᵉ, 19ᵉ and 20ᵉ arrondissements.
The 35 working-class neighbourhoods and the 16 watch sectors were determined as part of the Parisian Pact for Working-Class Neighbourhoods launched by the City of Paris in 2024. The aim of this pact is to extend the scope of intervention beyond the statutory perimeters, in order to respond more effectively to the social and territorial weaknesses observed locally.
This geography is used as a basis for the 2024-2030 city contracts, territorial diagnoses and local policies on integration, education, public peace and the ecological transition in neighbourhoods.
Technical details
Each entity in the layer corresponds to a geographical area identified as a priority neighbourhood, working-class neighbourhood or watch area. The main attributes provide information about the nature of the area and its status in the Parisian priority geography.

Data source :
The perimeters of the priority neighbourhoods for city policy (QPV) are provided by the Agence nationale de la cohésion des territoires (ANCT), based on official data from the City Policy GIS site.
The popular neighbourhoods and watch sectors were identified by the City of Paris, in conjunction with the borough councils and local services, as part of the Parisian Pact for Popular Neighbourhoods.
Processing, integration and geographical documentation were carried out by the Apur. The working-class neighbourhoods and watch sectors were entered manually into the GIS using information provided by the City.
