On the night of 23rd to 24th January, more than 4,000 volunteers took part in the eighth Night of Solidarity organised in Paris and 30 municipal Communes of the Greater Paris -Grand Paris Metropolis-. The first count establishes a total of 3507 homeless people counted in Paris and 768 homeless people in the 30 municipal Communes participating in the operation.
The Night of Solidarity is an overnight count of the number of homeless people. The operation provides "a snapshot" of the situation at a given time of the number of people in a specific area with no accommodation.
Teams of 3 to 5 volunteers (elected representatives, professionals, associations, citizens) walk around a defined area for about three hours, enabling the whole of the territory of a municipality to be covered.
All public spaces and some private spaces are covered. When possible, teams ask homeless people to complete an anonymous questionnaire to find out more about their profiles and needs.
The Agency has assisted the City of Paris and Grand Paris Metropolis to carry out the operation since it began: methodological support, defining detailed maps of the count, the analysis of results.
The Night of Solidarity count is considered to be a minimum number. Only homeless people are counted, those sleeping in the street or in a place ill-suited to sleeping. Some people who are hidden or in private spaces are not visible and are not counted.
People with lodgings (in hotels, hostels, gymnasiums, staying overnight with someone etc.) in squats or organised shelter accommodation are not included in the count.
The first count established a total of 3507 homeless people in Paris on the night of 23rd to 24th January 2025 and 768 homeless people in the 30 Grand Paris Metropolis municipal Communes participating in the operation.
These initial results will be consolidated by the summer of 2025 and will be the subject of a study carried out by the Paris Urbanism Agency in conjunction with a Committee made up of academics, partners in the operation and experts in the field of exclusion.
