Integration of motorways into the landscape and urban environment of Grand Paris
The main road system is made up mainly of motorways and high-speed duel carriageways and plays an essential role in the mobility and economic development of the Île-de-France region. Fifty years on from its creation, a change in the paradigm is necessary. Motorways are changing, use of them is being optimised, their landscapes and connections to territories are evolving; they are becoming a pluralistic and ressource linked infrastructure, supporting the metropolitan green belt. The study  “Integration of motorways into the landscape and urban environment of Grand Paris” carried out by the Parisian Urbanism Agency (APUR) in liaison with the Île-de-France Regional and Interdepartmental Department of Infrastructures and Development (DRIEA), in particular the Department of Roads in Île-de-France, paints the portrait of dynamic changes underway and proposes four areas to be improved to be carried out between 2016 and 2020.
Following a detailed analysis and numerous exchanges between all the key players, four areas for improvement were defined and proposed to all the partners concerned to be implemented during the period 2016/2020:
  • Area 1. Enhancement of the metropolitan landscape and the use of the large infrastructures to reinforce the green belt;
  • Area 2. Prevention of illicit use and rubbish disposal alongs the banks of motorways in Île-de-France;
  • Area 3. Improvement of the interfaces between territories, at the entrances of towns and the urban continuity;
  • Area 4. Optimised exploitation of the network, reduction of traffic congestion and their integration into the environment.  
Apur presented a diagnostic for each of these areas as well as of the best practices noted, then the propositions were adapted in detail to be applicable to the A1 motorway (Paris/Roissy link, site of the COP21, nerve centre of the 2024 Olympics application).  
The propositions prioritise a soft approach to transformation with rapid and sustainable implementation and take into consideration the progressive change linked to the a new transport network being put in place by the Grand Paris Express network (RGPE) which will put each metropolitan inhabitant not more than two kilometers from a station. The evolution of traffic on the road network will be better mastered which will contribute to improving travel, living environment and quality of life and will thus participate in the building of a metropolis in the 21st century.
