Access to employment and professional integration in Greater Paris - Grand Paris Metropolis MGP - The example of ADAGE, an association that accompanies women in precarious situations

Carried out during the Covid-19 health crisis, this study provides elements for understanding the difficulties of integration on the scale of Greater Paris - Grand Paris - and the measures being implemented to reinforce access to employment for the sectors of the population the most concerned.

The study is based on an analysis of integration schemes put in place by the association ADAGE (Association for Global Accompaniment against Exclusion), which accompanies women in precarious situations towards social and professional integration. Located in a neighbourhood of the City’s urban cohesion policy in the 18th district in Paris, this association was selected to be the subject of an in depth study in the context of work linked to the assessment of the City Contract. The analysis makes it possible to question the terms and conditions of procedures carried out in support of members of the most vulnerable groups of the population and to highlight the challenges and issues which emerge linked to access to employment and professional integration, particularly for women in urban cohesion policy neighbourhoods.

Based on monitoring data used by the association and a series of semi-structured interviews carried out with the beneficiaries and professionals, the study presents elements of an analysis on the public accompanied, the provisions offered and their impact in terms of integration. The particularity of the ADAGE accompaniment is based on its overall approach which doesn’t dissociate professional and social integration, and enables a complete accompaniment with lasting and profound consequences on the course of these women’s lives. Although certain issues of access to employment and professional integration are already widely identified (obstacles linked to housing conditions, issues of organising family life, a low level of qualification, non-recognition of diplomas obtained, linguistic difficulties, etc.), others emerge and seem to complicate the accompaniment of people (job insecurity,  new types of public, new integration obstacles, coordination difficulties between players involved, etc.).  

This publication, carried out during the Covid-19 health crisis, offers elements for understanding the difficulties of integration on the scale of Grand Paris and the actions which are carried out to strengthen access to the job market for the sectors of the public most concerned. At a time when the economic impact of the crisis and its effects on employment are likely to be considerable, this analysis contributes to providing keys for understanding the major difficulties and the approaches which can provide answers.
