In Paris on 1st January 2014 there were 214 469 social housing units as specified under the requirements of the SRU law, that is 18,5% of Parisian main residences, a percentage which rose during the year to over the 20% threshold if one counts new housing made available during the year and that already financed. The number of housing units built by the social housing organisations benefiting from maximum (PLAI) and intermediary (PLUS) funding reached 265,000 units by 1st January 2015.
The low turnover rate of this stock, 4.6% on 1st January 2014, greatly limited the housing made available. However, the number of applicants for social housing was particularly high: almost 200,000 households, 120,000 of which were Parisian, renewed their application or applied for the first time for housing in Île-de-France putting Paris among their choice of locations. About 10% of Parisian households are applicants for social housing in Paris.
Over 12,000 households applying for social housing were allocated housing in Paris during the year 2014, a slight increase from 2013. Over a third were allocated by social housing organisations out of the City of Paris quota (34%) and one out of five was made by the Paris Prefecture out the 25% social housing and 5% civil servants quotas amounting to 21%.
2014 was marked by the instigation of the City of Paris’ new -Cotation- rating tool, set up since 1st October 2014, for selecting candidates for its reserved quota.
The 2015 report presents the rating procedure, paints a picture of the demand for social housing in Paris on 1st January 2015 in the light of this new approach and gives an first viewing of the allocations made by the City of Paris using the -Cotation- tool.
Finally the report assesses the DALO application and the agreement -l’Accord collectif départemental à Paris-.
