The 2015-2020  “Contrat de la Ville” provides a new framework within which Paris City urban cohesion policies are applied. It has new geographical boundaries made up of priority neighbourhoods and those in stand-by mode.
Priority neighbourhoods are subject to a reinforced application of common law.  Agreements on specific aims are signed by ministerial or state partners which define measures to be taken in neighbourhoods, such as targeting them for 30% of jobs for young, unqualified job seekers -emplois d’avenir- or 25% of the civil services being provided for young people in the neighbourhood.
Priority neighbourhoods benefit from specific funding for the City’s urban policy action schemes. They also benefit from advantages which lead to job development, maintaining diversity within the population, maintaining services for inhabitants, aid for local authorities and social housing organisations.
Neighbourhoods in stand-by mode, which correspond to areas within the boundaries of the previous urban contract for social cohesion which were not selected to remain in the new City Contract -Contrat de ville- will continue to benefit from certain of the city’s political measures with the application of high levels of common law and specific schemes being upheld such as educational achievement and  -adultes-relais- scheme for cultural and social mediation. work.
