Apur'Café #10 : Resilient cities - Phnom Penh, Port-au-Prince

In 2019 Cambodia celebrated the 40th anniversary of the end of the genocide carried out by the Khmer Rouge, which was responsible for the disappearance of a quarter of the Cambodian population between 1975 and 1979.
To commemorate this, the 39th General Assembly of the International Association of Francophone Mayors (AIMF) was held in Phnom Penh. On this occasion the Assembly proposed a conference, “Resilient Cities - Rethinking the Challenges of Urban Reconstruction” on the reconstruction of cities that have experienced catastrophic events, be they human, social or from natural causes.
The conference enabled the voices of witnesses of that time to be heard, and those who carried out the reconstruction of Phnom Penh, Kigali and Port-au-Prince as well as  the analyses of historians, sociologists and urbanists, who addressed the essential question: How to manage, steer and construct the resilience of territories in the wake of catastrophes? At a time when we live more than ever in a mode of uncertainty where crisis situations can affect all territories, it is important to come back and look at our ability to overcome them and to imagine a future. 

This Apur’Café#10 turns once again to the period of reconstruction of the city of Phnom Penh based on extracts of contributions made at the conference, on the one hand the main phases of reconstruction that Apur accompanied in the context of the decentralised cooperation programmes between the Cities of Paris and Phnom Penh, on the other the resilience of inhabitants presented by Fabienne Luco, the anthropologist and researcher associated to the South East Asian Centre EHESS/CNRS/INALCO, who has worked on the Cambodian society for over 30 years.

The proceedings of the conference have been published in full, in three languages in the book “Resilient Cities - Rethinking the challenges of Urban Reconstruction” which can be downloaded on the Apur site.
