Assessing the social situation in Paris
2023 Report

This fourth note on the social situation analyses the annual statistical and activity data, cross-referenced with feedback from people working in the field who were questioned during the first half of 2024. Carried out in partnership with the City of Paris, the family benefit organisation Caf de Paris and the humanitarian emergency service SAMU Social de Paris, as well as mobilising numerous partners and public and non-profit organisations, this study provides a comprehensive review of current circumstances which enables preventive action to be taken and emergencies to be addressed.

Begun in 2021 in the context of uncertainty about the social effects that the Covid-19 health crisis might possibly engender, the assessment of the social situation has three parts. The first updates economic and social indicators: changes among job seekers, the number of young people applying for work, those receiving the in-work bonus, the number of young people assisted by the Mission Locale de Paris, recipients of the benefit - Revenu de Solidarité Active -. These data show signs of the situation becoming more fragile at the beginning of 2024.

The second part focuses on the social needs which emerge as priority according to the people questioned. Among the major concerns are subjects involving access to rights and issues linked to extreme exclusion (accommodation, access to housing, meeting basic needs, the reception and integration of migrant and exiled populations) are top priorities. Other issues that have already been emphasised in previous studies involve: questions related to housing and family support, senior citizens and isolated people (both the young and elderly) who live in precarious circumstances.
 
The third part looks at data linked to work carried out by the Paris social services. The observations follow on from those made in previous years, with in particular the difficulty for some sections of the public to access rights, as well as changes in certain procedures since the health crisis. Against this backdrop, social players are in favour of unconditional admission (open to all with no eligibility criteria), comprehensive support and out-reach initiatives.
