Call for contributions - Facilities and Public Services by 2030

The Paris Urbanism Agency has launched a call for contributions to the study “Facilities and Public Services by 2030” in order to enrich it with proposals from researchers and key urbanism players.

Within the framework of its 2018 partnership work programme, the Paris Urbanism Agency is carrying out a study entitled “Facilities and Public Services by 2030” which they would like to enrich with contributions from researchers and key urbanism players.  

In the context of the renewal of the urban fabric, which is marked by an evolution in ways of designing and managing public services and facilities, the study aims to produce a basis of knowledge and reflection and a toolbox intended for use by metropolitan key players.

The context and lines of research
Public action is today confronted with new challenges: the growing scarcity of means, the rising power of non-institutional key players, the urgency of social and environmental issues, the individualisation of ways of life and the diversification of needs. Thought given to the development of public facilities and services are placed in this context which requires that offers be rethought taking into consideration the new approaches to creating an urban environment. 

Three main themes have been chosen for the study:
- The question of territorial scales and their coordination
How to enable equal access to public facilities and services to all metropolitan inhabitants? How to strengthen the offer in less affluent territories, where ressources are more limited, so that they can benefit equally from services? 

- The programme’s approach
It is a question of prioritising the municipal choices of required services, with in mind the existing urban situations, private and citizen contributions, and new technologies. How to consolidate the existing offer and how to programme the future offer? How to adapt the programme approach to the evolution of the system of key players and the social, economic and technical transformations underway? 

- The question of management and financing
To optimise the offer while faced with the growing scarcity of resources, the enlarged territorial approach, and the firm commitment to a mixed population means that new models have to be found. How can the financing, management and exploitation of services be shared? More generally, how can the existing and new offer best be managed in time and space? 

Schedule of the Call for Contributions
- Closing date for the reception of proposals (summarised): 7th July 2018
- Communication of results by the Paris Urbanism Agency: 13 July 2018
- Sending  of the final contribution; 15 October 2018
- Presentation of contributions and the metropolitan benchmark: November 2018
- Publication of the study: December 2018
