Institutional support and assistance in mastering urban development - 12 to 15 December 2016 mission report
The City of Paris and the Municipality of Phnom Penh have maintained an ongoing decentralised cooperation since the beginning of the 1990s which has been uninterrupted in numerous areas of urban management: development, heritage, mobility, drinking water and sanitisation.  This partnership has been marked by numerous technical assistance and training projects supported by the Foreign Affairs Ministry, the European Commission and the French Development Agency and has been carried with the approach of pursuing sustainable development and urban quality. 
2016 was the 25th anniversary of the cooperation between the two capital cities which have wanted to continue their partnership and to develop a new triennial urban cooperation programme for 2016-2018 entitled “Institutional Support and assistance in Mastering Urban Development”.
Faced with disorderly urban growth and issues linked to mobility and the living environment, the project aims to accompany the Phnom Penh Municipality in organising and managing its urban development. Actions aim to reinforce the skills and know-how of municipal teams and to structure the local project management around three main guidelines:
  • urban planning to direct development towards areas undergoing rapid expansion;
  • management of public space to improve accessibility and increase the potential of economic development;
  • public transport in order to address the populations transport needs;
This project is backed by the French Ministry of Foreign Affairs and International Development for the sum of 31,500€ for 2016-2018. It will be carried out with the expertise of the City of Paris and Apur.
This mission report describes the setting up of the work method and programme to be used for drawing up the development plan for the southern zone of Phnom Penh.
