Which services should citizens be offered? How can the growing needs be addressed while diminishing inequality of access? How better to invest in what already exists? What programme for what type of place? How far can online offers go? And how to respond to the desire to construct collectively, expected by inhabitants?

After “Another Kind of City” published in 2017, The Paris Urbanism Agency - Apur - continued to analyse the developments which have permanently transformed our relationship with the city, questioning what already exists, inventive responses which are sometimes very simple, and issues that need to be resolved in order to go further.

In 2030, there will be 350,000 more inhabitants in Métropole du Grand Paris. In 2050 more than one person in 5 will be 65 years old or over. The expectations of inhabitants are evolving with a demand for immediacy and the desire to be better informed and more involved. New forms of precariousness are emerging. The environmental issue is becoming central, as are health risks.

The study provides an overview of the range of facilities and services on offer in Grand Paris and their development. It is based on exchanges with the agency’s partners, provided by a questionnaire and interviews, which enable the feedback on experiences to be shared and for challenges to be illustrated by various projects underway or completed that put forward solutions.

These responses are organised under 3 main chapters:

  • Optimising what exists already
  • Future facilities and services
  • Facilities as a Service

The points of view of researchers and professionals have also been included in the study, through a selection of articles produced in response to a call for contributions launched in 2018, which enable the thought process to be enhanced by diverse analyses.
