Construct an overall vision to enable coherent and sustainable development in the NPNRU territory shared by Paris and Est Ensemble.
Paris Urbanism Agency (Apur) was assigned by the City of Paris and Est Ensemble Public Territorial Establishment to carry out a study covering an area undergoing transformation which spreads over the municipal communes of Paris, Montreuil and Bagnolet, in the wider context of urban renovation encompassing the NPNRU areas of the city gates of the Twentieth district and Noue-Malassis at Bagnolet and Montreuil.
Through analysing two specific issues, mobility and economic development, the aim was the reveal the conditions for a coherent and sustainable development of the territory which has great potential on a metropolitan scale, but continues to suffer from numerous dysfunctional aspects which have a huge impact on the quality of life for those who live and work in the sector.
The first part of the study draws up a portrait of the area identifying its assets and weak points based on the analysis of a collection of data and a dozen interviews carried out with institutional and private key players. This diagnosis was shared and enriched during two thematic workshops which enabled a strategy with three main lines of action to be proposed.
The second part of the study focuses on constructing a concrete plan of action that can boost transformation in the territory, based on the collective work of the key players involved in the transformation of the area carried out during the workshops.
