General diagnosis preliminary to the revision of the Paris Local Urbanism Plan -PLU-

First stage of the revision of the Paris Local Urbanism Plan (PLU), the diagnosis carried out by Apur gives an overview of the current situation and action that is already underway.

In December 2020, the Paris City Council began to review its Local Urbanism Plan. In the context of its 2021-2022 partnership work program, Apur carried out a certain amount of work in close collaboration with the City of Paris and in particular the Urban Planning Department.

As from April 2021, the territorial diagnosis was put online via a dedicated digital platform which is accessible on the Apur website and on the site idées.paris.fr.

This territorial diagnosis can also be consulted in the form of summaries, one for each of the 17 municipal districts (arrondissements), which were presented at the public concertation meetings held from 12th April to 16th July 2021.

As an extension of this work, a general diagnosis preliminary to the revision of the Parisian Local Urbanism Plan was drawn up. It forms a contribution to the general diagnosis which covers the whole of Paris and which could form the basis of the presentation report of the future Parisian Bioclimatic Local Urbanism Plan. This document  gives an overview of the current situation and of the actions which have already begun around the following 12 themes: 

  • A city at the heart of a metropolitan system
  • The population
  • Housing and social housing
  • Employment and attractiveness for companies
  • Facilities
  • Local life in Paris: the many places of urban life, their characteristics and their role
  • A city exposed to the effects of climate change, to risks and to pollution
  • Paris, a city committed to be carbon neutral by 2050
  • Nature in the city, an essential common good and very much in demand
  • The reduction of pollutions and inequalities, an environmental health issue
  • The system of public space, a legacy that is constantly adapting 
  • Parisian urban fabrics, a common legacy that is continually renewed
