Housing and disability in Paris: Access to housing by the disabled

Access to housing is one of the most critical questions facing disabled people because of the low number of housing units adapted for disability, in both the public and private housing stock. This study was undertaken in a transition period affected by the recent Law of February 11, 2005, the revision of the Departmental Plan for the independence and integration of disabled people and the putting in place of new tools and measures. In the private housing stock old and small housing units often make them unsuitable and unsatisfactory. In the social housing stock, accessible and adapted accommodation, where it exists, has not been recorded consistently. For organisations specialising in the disability sector, there is not enough housing to meet requirements. Proposals have therefore been formulated in order to quantify the existing supply, respond better to demand with regard to different types of handicap and increase the diversity of what is on offer (new building, reconversion). The organisation of a certain amount of financial backing has been recommended in order to make these proposals more attractive, as well as setting up operational measures in the private sector and signing agreements on objectives with social housing landlords. As far as specialised housing is concerned, the financing of organisations in other communes in Ile-de-France should be considered as well as the high demand for apartment blocks equipped with special facilities.
