Produced in collaboration with the Insee Ile-de-France Regional Directorate, this note provides information on the level of poverty recorded in Grand Paris in 2021 and the changes which had occurred since 2012.

In 2021, the level of poverty in Grand Paris Metropolis was higher than in Mainland France as a whole: 18.3% compared with 14.9%. This ranged from 6% to 40% depending on the municipal commune.
The people most exposed to poverty were single-parent families (27.5%) and those in households under the age of 30 (20.1%). Within the Metropolis, nearly a third of the people considered poor lived in households integrated into the labour market.
The level of poverty increased by 0.9 points between 2012 and 2021 within Grand Paris Metropolis, corresponding to 44,000 more people living below the poverty line during that period. This rise was lower than that observed in Ile-de-France (+1.1 points), but higher than in mainland France (+0.7 points). The increase in the level of poverty appears to be relatively moderate compared to other major French cities.
The most marked development between 2012 and 2021 touched people in retired households. They represented 15% of all poor people in the Grand Paris Metropolis in 2021. Their numbers increased by 22.1% between 2012 and 2021. This rise in the number of poor pensioners could be linked to the aging of the population, which will continue in the years to come, but also to the slower growth of retirement pensions compared to the incomes of people working.
