The impact on 1st July 2024 of the Decree on Energy Performance Certificates for housing in the Greater Paris – Grand Paris

Apur analysed the impact of the application of the Decree on 1st July 2024 and redefined the Energy Performance Certificate (EPC) labels for housing units under 40 m². The study describes the 906,000 EPC diagnoses carried out on housing units in the Grand Paris Metropolis, with particular attention paid to units rated as F or G and qualified as  “Energy sieves”.

The application of new calculating rules defined by the 25th March 2024 Decree has resulted in changes in the labelling of 7 % of EPC ratings carried out in the Metropolis during the 1st quarter of 2024, however, 23 % of these EPC ratings applied to housing units of 40 m² or less. Under the Decree, the proportion of these inefficient "Energy sieves" went from 22 % to 20 % among housing in the Metropolis so far diagnosed. 19,000 units classed as F or G prior to the Decree will no longer be classified as such as from 1st July 2024 (almost 13,000 in Paris). The majority of these "Ex-Energy sieves" have been given an E label. As a result the ban on letting out this housing is deferred until 2034 and owner – landlords benefit from a reprieve enabling them to carry out energy-efficient renovation work. In addition they will not be affected by the freeze on rents.

At the end of the first quarter of 2024, almost 906,000 housing units in the Grand Paris Metropolis had undergone the Energy Performance Certificate Diagnosis, that is 25 % of the housing stock. Almost 57 % of the units diagnosed were labelled A to D, while 43 % were rated as performing poorly and given E, F or G labels. Several recurring profiles of units classified as 'Energy sieves" emerged during the analysis throughout the Metropolis : housing of  under 40 m², with electric heating, built before 1948 (33 % of housing diagnosed as "Energy sieves" in the Metropolis), housing of under 80 m² fitted with collective gas heating, built before 1974 (16 % of housing diagnosed as "Energy sieves" in the Metropolis).

These results shed light on specific issues related to the energy-efficient renovation of housing in areas of Grand Paris Metropolis and raise questions on different levels about priorities, the tools and the support that can be made available to carry out the work.
