Inclusive public spaces, a 2024 Olympic and Paralympic Games legacy, the way towards access for all in Paris

The 2024 Paris Olympic and Paralympic Games are an opportunity to render the city much more inclusive and to federate action carried out by the various public and private key players. This study forms a basis of data and analyses for understanding the present situation and the level of effort that remains to made, concerning as much public space as access to transport, shops, facilities, hotels…

The study on inclusive public space is part of a Paris City initiative to offer a qualitative experience of the city during and as a legacy of the 2024 Paris Olympic and Paralympic Games. The City of Paris wants to improve the quality of use by making the Olympic site neighbourhoods universally accessible. The aim is to provoke the active commitment of the public and private key players in this challenge, first of all by concentrating public policy action in these areas, so that the pilot neighbourhoods become 100% accessible. Within neighbourhoods, accessibility will enhance the creation new values.

This study, carried out in close collaboration with the Olympic Games and Major Events Delegation DGJOPGE, Paris City Department of Roads and Mobility DVD, Paris City Heritage and Architecture Department DCPA, the transport syndicate Ile-de-France Mobilités, Paris City Transport Authority RATP and the French rail company SNCF, takes stock of the situation concerning access to transport, buildings and public space within a test area, the Paris-Centre zone. ThIs overview of the situation and the challenges that emerge, form the first stage of forming a methodological reference frame that Paris wishes to construct and share with the public and private key players in accessibility during and following the Olympic and Paralympic Games.

The document is presented in 4 chapters:

  • An overview of existing regulations and framework documents;
  • An analysis of access to transport, buildings and public space in the central zone of Paris, based on existing data and interviews carried out with principal key players;
  • The results of exploratory walks carried out during the summer of 2019 covering 40 km of pavements within a limited perimeter;
  • A first draft of 6 main guidelines which could be applied to increase accessibility for all.
