Analysis of Article 12 of the PLU: one of the regulatory tools for parking

In the context of its work connected to the revision of the Paris Local Urbanism Plan and the implementation of the Inter-municipal Local Urbanism Plans - PLUIs - in the metropolis, Apur has documented and compared the standards and regulations linked to bicycle parking spaces in real estate projects.

The creation of secure and accessible bicycle parking facilities is a key leverage point to encourage the use of this carbon-free mode of transport. Urban planning regulations and documents give guidelines for creating parking spaces following standards and obligations which involve a minimum area being dedicated to bicycle parking spaces in real estate projects. A standard bike occupies on average 1.4 m², while a cargo bike takes up 2.6 m². Ten bikes can therefore be parked on one car parking space. In addition, urbanism documents can guide the creation of these spaces by specifying the conditions of accessibility, security and type of equipment. At the present time, most - PLU - Local Urbanism Plans of major cities impose minimum surface area standards to be dedicated to parking bicycles in new buildings. The Ile-de-France Urban Transport Plan - PDUIF - also stipulates minimal standards applicable to all new PLU(i).
