Two years prior to the implementation of the 3rd phase of the Greater Paris - Grand Paris - Low-Emission Vehicle Zone ( LEZ-v) on 1st January 2025, 23% of private cars registered within the LEZ-v area had a Crit'Air 3 certification or more, i.e. 422,000 vehicles, added to which were 59,000 professional vehicles.

Introduced gradually, with the aim of improving the air quality (nitrogen oxides and micro-particles), the LEZ-v is intended to restrict the circulation of the most polluting vehicles within the perimeter of the A86 motorway. On 1st January 2025, the new phase of the LEZ-v will extend the current traffic restrictions to Crit'Air 3 (or more) vehicles, that is to say petrol vehicles manufactured before 2006, and diesel-powered vehicles dating from before 2011.
As a preliminary measure, the Grand Paris Metropolis launched a public consultation phase from 19th September to the 14th October 2024 that offers access to the regulatory studies used to assess the impact of this new LEZ-v phase.
The present study was made within this context to provide a better understanding of the socio-economic impacts of the LEZ-v Crit'Air 3 phase on households and professionals. The analyses focus on the number of vehicles affected by the forthcoming phase, the identification of "vulnerable" households, essential workers, as well as different types of professionals (tradespeople, logistics, taxis). An overview of alternatives to private combustion-powered vehicles in Grand Paris, and a review of measures to facilitate changing modes of transport are also proposed.
A summary of the work carried out by various partners of Grand Paris Metropolis (Airparif, Apur, Bruitparif, DRIEAT, Île-de-France Mobilités and the Observatoire Régional de Santé) has also been compiled. It presents the different effects expected as a result of the LEZ-v Crit'Air 3 phase being applied.
