Neighbourhoods of the Paris City urban cohesion policy
The -Contrat de Ville- signed in May 2015 for the period 2015-2020 forms the new framework for the City of Paris’ urban cohesion policy. It is applied to new geographical boundaries which cover 20 priority neighbourhoods and neighbourhoods in stand-by mode situated in 8 Parisian districts.
A total of 362,000 inhabitants live in the area covered by this City of Paris policy, that is 16% of the Parisian population, in a surface area of 1,270 hectares that is 12% of the Parisian territory. 
This document brings together the files describing the new neighbourhoods in Paris targeted by the City policy.  A selection of maps give statistics and graphics showing the principal social, economic and urban data of the neighbourhoods. 
Certain neighbourhoods, notably towards the outer boundaries of Paris have a majority of social housing. The urban fabric of the others is made up of private, partly degraded housing.  For the most part indicators show that the population in these neighbourhoods have very modest incomes, with over one inhabitant in four living below the low income threshold (26% against an overall average of 11% in Paris). These neighbourhoods accommodate more than twice as many people receiving the RSA welfare benefit than the Parisian average (12.5% households concerned compared with 5.5% in Paris as a whole). They are also notable in the youngness of their population with one in every three inhabitants: being under 25 (32% compared with 28% in Paris as a whole). Training and access to jobs are major issues in these territories where 16% of those able to work are looking for jobs and 42% of their inhabitants have no qualifications.
Finally, the maps in this document of the central areas of each sector highlight a lack of urban life in some neighbourhoods particularly along the Périphérique ring-road. Five of these territories were selected in 2015 as part of a new national programme for urban regeneration (NPNRU).
