Observatory to prevent housing becoming run-down in Paris – 2014 results
Following  the end of the 2002-2010 plan for the reintegration of sub-standard housing, the preventive process, begun in 2008, has been continued.  Its aim is to avoid old Parisian buildings from becoming run-down and to prevent new buildings from falling into the downward spiral towards deterioration.
As in previous years a statistical analysis was carried out targeting the fragile aspects of Parisian apartment buildings via indicators such as the  proportion of small rented accommodation, formal warnings given due to insecurity or unhygienic conditions, diagnoses of  possible lead contamination, the degree of demand for social housing,  buildings with unpaid water bills as well as the presence of termites  and whether a building of housing units be a converted cheap hotel that rented out furnished accommodation.  Buildings were then put into categories which indicated if they were considered to be in danger of becoming sub-standard.
In 2014 this work revealed 347 old buildings showing signs of fragility. Most of them were co-owned , situated in the north-eastern districts of Paris (10th, 11th, 18th, 19th, 20th). Carried out in liaison with the City of Paris Housing and Accommodation Department the procedure plays a role in the monitoring aspect of  the prevention operation with the statistical  outcome serving to trigger administrative action as early as possible.
