At the beginning of 2021, against the backdrop of uncertainty about the potential social effects engendred by the Covid-19 health crisis, a partnership approach to observe and analyse the social situation in Paris was set up to take preventative action and respond to emergencies.

Accompanied by the Paris Urbanism Agency (Apur) in close cooperation with the City of Paris, the family benefit centre (Caf de Paris) and the Samusocial de Paris, as well as involving many partners (public and non-profit organisations) in the social sector in Paris, this  initiative led to the publication of many studies.

The partners wished to continue the observation process beyond the singular period linked to the pandemic, thus perpetuationg a long-term process. The mixed methodology was renewed combining:

  • Statistical and activity data covering the full diversity of social sectors in Paris (a hundred or so indicators followed over time) coming from a wide number of sources (City of Paris, Caf de Paris, Samusocial de Paris, Mission locale de Paris, Assurance maladie, Banque de France, etc.).
  • The results of the questionnaire distributed to social players ( both public and non-profit) in direct contact with  the general public, were aimed at identifying needs in the field.
  • The qualitative feedback obtained through individual and group interviews on themes that emerged as particularly significant as a result of the quantitative data and the questionnaire.
  • An ongoing monitoring of articles, studies and work addressing social questions in Paris, in the Metropolis and other regions.

Partnership feedback meetings provide an opportunity to share the results of some of the  work being done by partners in connection with the Paris Pact to Combat Exclusion.
