Paris-Yangon, drawing up a “Zoning Plan” project

The setting up of a regulatory framework and the production of management tools in an urban development context.

1- GIS diagnostic and report 

In the context of cooperation activities between Paris and Yangon, and with the support of the French Development Agency (AFD), Apur worked in close collaboration with the Yangon City Development Committee (YCDC) to draw up a “Zoning Plan” project for the city of Yangon, that is to say the equivalent to our own Local Urbanism Plan (PLU).

A pilot sector, Hlaing Township, was chosen to test the method by carrying out all the stages of drawing up the document which is intended to be both an urban policy tool and a regulatory framework for managing building permits. 

The diagnostic phase took place from March to October 2017, it is presented in this report. The phase of drawing up the Zoning Plan project will be finalised in June 2018. This work is carried out in the context of urban development that is monitored very little bringing about the necessity to set up a regulatory framework as quickly as possible as well as producing management tools, notably a land plot map to back up the land registry file, which forms the second stage of the Apur Yangon collaboration.
