The Plaine Commune Public Territorial Establishment Vegetation and Cool Island Plan (PVR), drawn up with Apur, is a strategic document for developing nature and biodiversity for the benefit and well-being of residents and improving the territory’s resilience in the face of climate change.
Begun in May 2022, the PVR was adopted by the Council of Territorial Development in September 2023 in accordance with the 2030 Tree Plan - Plan Arbres - . Writing the plan drew upon input from numerous exchanges with departments of the Plaine Commune local authority, the 9 local authorities of the Seine-Saint-Denis Departmental Council. It is based on a wealth of documentary material made available by the Public Establishment and numerous field visits. The PVR includes: a diagnosis that identifies the territory’s main elements and the challenges it faces, as well as strategic guidelines for public spaces and the main cooling areas. It is supplemented by an Atlas of the Municipal Commune that shows the programme of the plans and a GIS database to facilitate the operational implementation and monitoring of the actions taken.
