The Plaine de l’Ourcq Laboratory
Redefining the canal embankments : revegetation and animation

The Plaine de l’Ourcq is a large area of development in Est Ensemble that Apur has followed for many years.

In 2019, the Plaine de l’Ourcq Laboratory, set up by Est Ensemble and animated by Apur, brought together on two occasions, all the partners involved in the development of the canal embankments with the aim of establishing a shared, forward looking vison of: the area of the Ourcq Canal. The summary of these workshops are intended to form a reference document to enrich each person’s understanding of past experiences and their perception of the future.

The transformations underway and to come in the 8 different Concerted Development Zones (ZAC) and the departmental park La Bergère, should reinforce the implementation of the Canal Landscape Charter published in 2014 and the 10 invariants in the Est Ensemble Planning and Development Guidelines (OAP). To reinforce the unity of public space on the canal embankments, to ensure the continuity of pedestrian walkways, to give priority to permeable ground surfaces, to think of lighting needs, to install robust urban furniture that is easy to maintain, to think of transitional places between the embankments and neighbourhoods, to take into consideration the points of view of the overall, wider landscape, are all actions which are necessary for the collective implementation that will amplify the extraordinary potential of a territory undergoing profound renewal. 

The particularly innovative approach proposed has enabled, for the first time, a system that quantifies the surface areas of public space devoted to nature in the city: Before - 2008 / After - on the delivery of development operations known. Put in place ZAC by ZAC, this also highlights the actions to be expanded: ground floor animation, permeable ground surfaces, greened roofs, to mention but the main ones. Considering the rising number of inhabitants it will be necessary to double the green spaces in the next Plaine de l’Ourcq operations  (Raymond Queneau, La Folie, Pont de Bondy bridge, avenue Gallieni - the canal in Bondy).
