Preparing the new Local Housing Plan (PLH) - diagnostic factors

The Solidarity and Urban Renewal Law of December 13, 2000, is making communes either adopt a new Local Housing Plan - PLH- or thoroughly revise the existing one. The City of Paris, which implemented a PLH in June, 1996, has commissioned an up-to-date diagnosis of the present situation in Paris. Under the aegis of the Department of Housing and Living Environment various municipal departments together with Apur are organising the collation of available data. This document presents the initial contributions requested of Apur in February, 2001, and covers a number of themes: demographic and social situation, housing situation, recent changes in building stock and last but not least the housing market. The respective results with accompanying figures for each of these themes are presented with comments. The figures are based in particular on the 1999 census and the 1996 Housing Survey -Enquête Logement-. A cartographic atlas is included with these analyses.
