Public spaces below the aerial metro line between Barbés and Stalingrad - Workshops’ report

Public spaces below the aerial metro line between Barbés and Stalingrad
Apur has included a number of studies in its 2014/2015 work program which are linked to the development of public space.
In this context it animate an urban workshop on the public spaces beneath the aerial metro line between Barbés and Stalingrad stations. The aim is to establish a framework for the coproduction of operational propositions within the sector.
The workshop activities are part of a medium and long term urban vision of this section of the city. Nevertheless efforts have been made to find short term action that can be taken to improve the situation on the most problematic stretch between rue de Philippe de Girard and rue de Tombouctou.
The work method proposed by Apur consists of considering the issues with all the key players involved, within the context of thematic workshops. These workshops are nourished by exploratory walks and reference documents of the area detailing the challenges and problems within the sector.  Three meetings were arranged from January to March co-piloted by SG/Pavex and Apur,  associating the district municipalities, technical departments, local authority representatives, neighbourhood community groups, and for some, the RATP and cultural services. This study is a report of the diagnosis and propositions which came out of the workshop.
The diagnosis shows the strong points of this area: strategically placed in the district as well as on a metropolitan scale and the architectural and landscaping interest of the space. It also shows the main weaknesses: it is overcharged, fragmented and misused, with specific points where these difficulties are concentrated.
At the outcome of this diagnosis, propositions were put forward addressing the following points:
  • enlarge the central pavement area, to allow much more pedestrian use around the waste-disposal amenities and metro station;
  • find ways to free up the public space in order to reduce degrading use and render eco-friendly traffic more fluid;
  • improve areas where difficulties are concentrated: long term aim to transform the present waste disposal area into a clean space, close to the metro station which thus improves it;
  • new uses of the public space, around sport, fun, artistic and cultural, economic and community group themes which more study would permit to define;
  • develop the overall  traffic system of the district with the aim of rendering the space for public use with non motorised transport.
