Reflections on an overall parking policy in Paris. Analysis of test sectors

This study focuses on the diversity of parking locations in Paris through an analysis of several chosen sectors which give a coherent picture of  the way space is occupied,  types of buildings and their occupants, household car-ownership, the configuration of public spaces and public transport services.  It also specifies the possible short and long-term margins of manoeuvre within the framework of an overall parking policy in the application of the revised Local Urbanism Plan. The methodological component of the study analyses  available data relating to parking in Paris and examines how this data can  be rationalised, taking into consideration its reliability. The study has benefited from the inclusion in Apur's Geographical Information System -SIG-, of the Paris Highways and Urban Transport Department's surface parking guidelines.  This work has made it possible to establish a cartography of surface parking, indicating types of regulations in each arrondissement, covering the whole city. In light of this progress report, a better understanding and more refined and co-ordinated management of surface and off-road parking seem advisable. A spatial modification in parking regulations for new buildings following a scale and criteria to be established could be envisaged, while keeping in mind that the long-term impact of parking regulations is linked to the evolution of buildings. Researching more consistent regulations and parking policies at the interface of Communes also seems necessary.
