A first study carried out by Apur of the possibility of putting in place a metropolitan Vélib self-service cycle system was published in December 2015. It enabled a perimeter to be defined within which the characteristics of the population density, employment, shops and facilities led to the thinking that such a service could work and that the mix of activity and density would enable it to be self-regulated.

In 2016 Apur met with the municipalities wishing to see about setting up such a service with the aim of defining together where the cycle pick-up points could be located.

This study brings together the monographs produces in each municipality as well as a summarising document. The summary proposes a global plan as well as a comparative chart for each municipality,  Apur’s initial proposals and the municipalities’ demands with, when required, the order of priority. An analysis of the way Vélib’ is used within municipalities already equipped with the service has also been carried out.

This document was given to applicants for the call for tender in 2016 with the aim of helping them to define their offers.
