Following the completion of the 2002-2010 plan to reduce substandard housing in Paris a new procedure has been set in motion to prevent old buildings in Paris from becoming run-down and to avoid new buildings from entering the downwards spiral towards insalubrity. As in previous years, a statistical analysis has been carried out. Its objective is to examine the weak points of Parisian buildings with a fine-tooth-comb.

A weighting system is used which takes into account the number of small rented housing units, dunning procedures for safety and hygiene, diagnoses of exposure and accessibility to lead, the number of demands for social housing and the unpaid water bills of buildings. Each building is then given a mark showing its probable risk of becoming run down.

In 2011, this work has revealed 328 old buildings showing signs of fragility. For the most part they are co-owned buildings, situated in the north-eastern [10th, 11th, 18th, 19th, 20th] districts – arrondissements - of Paris.  This exercise, carried out in coordination with the City of Paris Department of Housing and Living Conditions, is part of a forward looking monitoring and prevention operation which uses the statistical probabilities to enable authorities to step in and act as early as possible.
