The Whitepaper on the New Green Belt and the Boulevard Périphérique based on the summaries of the workshops proposes a common strategic vision of current and future transformations.

In Book 1, the Whitepaper offers the description of a collective strategy for projects within 500 metres either side of the Boulevard Périphérique. Three main directions have enabled a frame of reference to be defined on the scale of the New Green Belt which structure the description and the coherence between the numerous projects underway and those to come:
- More connections, with the continuation of transforming city gateways into squares, the heritage of the 2024 Olympic route , the setting up of a structuring cycle network linked to main radial routes and the gradual development of the infrastructure connected to the arrival of new public transport.
- More nature, with the creation of a wooded corridor and numerous plantations included in urban projects and more widely in public space and within street blocks, all partaking in the identity of the Green Belt.
- More local shops and services with new hubs set up on a ¼ hour city scale, encouraging people to discover nearby areas they didn’t know existed on either side of the Boulevard Périphérique.
Book 1 also presents the gradual evolution in three stages (2022-2024, 2024-2030 and beyond) broken down into sequences.
Book 2 of the Whitepaper includes contributions from municipal Communes, local Territorial Public Bodies, Greater Paris - Grand Paris Metropolis - and Departments.
Since 2019, the Workshops on the Boulevard Périphérique have brought together all the key players concerned by the development of the infrastructure and its surrounding areas.
The Boulevard Périphérique Workshop is a governance body shared with Ile-de-France local authorities and stakeholders, accompanied and informed by Apur.
On 12th July 2019 the first workshop on the future of the Boulevard Périphérique took place. It was organised jointly by the City of Paris and Malakoff Town Council.
The three following workshops were held respectively on 7th December 2019 in Neuilly-sur-Seine, 23rd November 2020 in Saint-Ouen-sur-Seine and 18th March 2021 as a videoconference.
From 13th to 17th April 2021, the territorial workshops brought together the technical departments of municipal Communes and Public Territorial Establishments (EPT) close to the infrastructure, the Departmental technical departments, Greater Paris - Grand Paris Metropolis (MGP), the Region and the State, around the common principles identified through the many urban projects underway in the vicinity of the Boulevard Périphérique. These exchanges were presented on 20th May 2021 during the fifth Workshop on the Boulevard Périphérique, during which the elected representatives gave their vision of this New Green Belt. A workshop in Gentilly on 13th May 2022, gave the opportunity to present the Whitepaper and share its orientation and approaches.
The idea of organising a partnership workshop to specifically address the question of the Boulevard Périphérique, follows on from the work of the Information and Assessment Mission carried out by some fifteen Paris City Council elected members of all persuasions and the International Consultation on Roads of the Future in Grand Paris, organised by the Forum métropolitain.
All the players concerned, local municipal Communes, Public Territorial Establishments, the State, Ile-de-France Region, Grand Paris Metropolis, the Grand Paris Metropolitan Forum, Departments, etc. are invited to discuss their vison of the Périphérique and more broadly, issues concerning the society, mobility, pollution and living environment linked to urban motorways and landscape issues connected to the development of the Boulevard Périphérique and its adjacent areas.
