The City’s urban cohesion policy -Politique de la Ville- and lower income neighbourhoods in Paris

An overview of the new 2024-2030 geographic boundaries

With the intention of providing input for territorial and neighbourhood projects, this document is made up of a selection of maps and data that cover 21 priority neighbourhoods of the Politique de la Ville, 35 lower income neighbourhoods and 16 “watch” sectors within new geographic boundaries.

In 2024, the Politique de la Ville neighbourhood boundaries were redefined as part of the implementation of City Contracts for the 2024-2030 period. In Paris, this new geography includes 21 priority neighbourhoods with a population of 121,800 (6 % of the Parisian population). In addition, the City of Paris put in place a Paris Pact for low income neighbourhoods covering a wider area. This lower income geography covers 35 neighbourhoods and 16 “watch” sectors, with a total population of 427,400 (20 % of the Parisian population).
These neighbourhoods are home to more fragile sectors of the population than the Parisian average and benefit from initiatives aimed at improving the quality of life for residents and reducing socio-economic inequalities (reduce gaps in school achievements, promote social and professional integration, take action to develop the local economy, prevent situations of precariousness, promote diversity, integrate these neighbourhoods better into the city, etc.).

The Paris Urbanism Agency, Apur, has for several years assisted the Government and City of Paris in their efforts to support neighbourhoods affected by the Politique de la Ville, particularly by setting up and running the Observatory of Parisian Priority Neighbourhoods - l’Observatoire des Quartiers Prioritaires Parisiens -. A lot of work has been carried out to contribute to assessing the 2024-2030 City Contract and assist in defining the geography for the 2024-2030 period. Parts of this work deal with analysing the demographic, socio-economic and urban developments in neighbourhoods of the Politique de la Ville and putting the actions carried out under the City Contract into perspective by relating them to the dynamics in these areas.
