Within Paris the priority areas are home to 121,800 inhabitants, 6% of the Parisian population, covering 346 hectares that is 3% of the surface area of Paris. The 21 Parisian priority neighbourhoods are located in the 10th, 11th, 12th, 13th, 14th, 15th, 17th, 18th, 19th and 20th districts. In addition, the City of Paris has adopted the Parisian Pact for lower/middle-income neighbourhoods to take action on a wider scale. The geography of this measure covers 35 lower/middle-income neighbourhoods and 16 monitored sectors, making up a total population of 427,400, that is 20% of the city's inhabitants. Located in 10th, 11th, 12th, 13th, 14th, 15th, 17th, 18th, 19th and 20th districts, these areas cover a ground surface of 1,308 hectares, representing 15% of Paris.
These neighbourhoods are home to the more financially vulnerable populations and benefit from measures aimed at improving the living conditions and reducing socio-economic inequalities: narrowing the gaps in educational achievement, encouraging social and professional integration, boosting the local economy, preventing unstable, insecure situations, promoting a social diversity, integrating the neighbourhoods better into the wider city, etc.
The Observatory of the City of Paris Urban Cohesion Policy Neighbourhoods makes it possible to assess the situation in neighbourhoods, compared with the Parisian territory as a whole and provides data on changes over time enabling trends to be identified. In place since 2006, it has served in the contexts of successive generations of City Contracts to monitor the dynamics in neighbourhoods, to highlight actions initiated and to accompany the relevant changes in priority areas. It draws on several data sources, including the Insee population census data, as well as other sources coming from data-sharing agreements made with various partners such as the Paris family benefit office - CAF de Paris -, France Travail, l'Académie de Paris, Paris CPAM and departments of the City of Paris. The Observatory's database is updated annually and regularly expanded.
The data are available for the statistical areas defined on the "Îlots regroupés pour l’information statistique" (IRIS) which forms the cornerstone of data distribution at an inter-municipal level. In most cases, the statistical boundaries are close to the actual neighbourhood boundaries. Discrepancies can however exist between the exact boundaries of neighbourhoods and their statistical boundaries, particularly for the smallest sectors.
The interface provides access to a range of dynamic charts, infographics and maps that can be consulted by neighbourhood or by theme.
